UMass Amherst is an SFS school. That means we hand out scholarships from the National Science Foundation's Scholarship for Service program. In short, in exchange for promising to work for the government in a cybersecurity-related position when you graduate, the gov't will fund you now. That's full tuition, a salary, and a large stipend. One year of scholarship for one year of work, and scholarships of two years are available and the norm. The program is open to only US citizens and permanent residents, and has a number of other special details. More information here and during my presentation:

The presentation will be short, maybe 20 minutes, and then I'll stay to answer your questions.
Scholarships are available to ugrad and grad students in the College of Information and Computer Sciences, the Department of Math and Statistics, the Isenberg School, and the Department of Electrical and Computer Engineering.
